Audit and Finance Expert

Key Responsibilities:
- To carry out reviews of files of TDF projects which have to be administratively closed.
- To enumerate the financial aspects of the project and list out the miss-outs, if any such as any difference in the amount approved in GSL and payments released.
- Suggest corrective measures post audit for future compliance.
- Sanitise each such file for financial correctness and issue suitable correctness guidelines.
- Provide advise on financial structuring, budgeting and cost optimisation for tech programmes under TDF.
- Audit of entire document/files dealing high-tech start-ups or ventures.
- Review the financial models and suggest measures to risk mitigation.
- Offer advices to arrest future repetition of any error in processing the case file.
- Provide other inputs, if any, for ensuring correctness in advance for processing any such cases in future.
- To suggest measures to support financial governance and integrity in government tech initiatives.
- Suggest measures for further refinement for future cases.
Required Qualifications:
- Chartered Accountant (CA)/Company Secretary (CS) with 10+ years of relevant experience.
- Strong knowledge of Government of India General financial rules and MCA provisions.
- Available to work from the DRDO HQ.
- Preference for candidates retired from DRDO / Defence / Government services
- Strong knowledge of Government Financial Rules (GFR), DPP, DAP, and DPM
- Experience in two-bid procurement processes
- Experience in processing financial and procurement-related files
- Familiarity with obtaining approvals from the Competent Financial Authority (CFA)
