Accelerating eCooking through Sub-National Planning
The transition to modern, clean cooking solutions is one of the most impactful ways to improve health outcomes, reduce environmental degradation, and empower communities, especially women. Electric cooking (eCooking) is a key component of this transition, yet its widespread adoption still faces barriers — particularly at the local and sub-national levels.
Recognizing this, the Modern Energy Cooking Services (MECS) Programme is taking a bold step forward. MECS aims to expand the use of planning tools and models to sub-national and city-level energy planning to support the integration of eCooking loads into electrical infrastructure programmes.
A New Research Opportunity
To make this vision a reality, MECS is commissioning a comprehensive research study. The study will:

Collate and analyze current knowledge and approaches to sub-national eCooking planning.

Frame critical questions to strengthen sub-national planning strategies.

Support the acceleration of eCooking adoption through practical, locally tailored insights.
Who MECS is Looking For
MECS is seeking an experienced consultant or consulting organization with expertise in energy planning, clean cooking transitions, and multi-level governance. The assignment includes four main activities:

Inception phase and literature review — A thorough review of existing approaches and evidence on sub-national eCooking planning.

Analysis of eCooking transition planning and implementation — Identifying gaps, challenges, and best practices.

Data collection framework and key collaborator mapping — Establishing a structured approach for gathering local-level data and identifying key stakeholders.

Scoping report — Summarizing insights and recommendations to guide future action.
Project Details

Budget: Up to £40,000 (inclusive of VAT and any applicable charges).

Start date: No later than 1st September 2025.

Completion date: All deliverables must be submitted by 15th January 2026.

Selection criteria: Best value for money, considering both quality and cost.
Shortlisted applicants may be invited for an online interview.
