Air Breathing Space based propulsion for VLEO

Develop an airbreathing electric propulsion for VLEO (less than 250 km) that collects residual atmosphere as propellant, ionizes and accelerates for continuous thrust to sustain orbit. Use AO-compatible materials, closed-loop control, limited redundancy.
